This is a Polish certificate (Zaswiadczenie/Certificat) issued in lieu of a passport by the Polish Legation in Kaunas (Kowno) on 30 July 1940. It was issued to Abraham-Adam Silberberg, born 14 October 1904 in Warsaw, a bachelor and clerk/official. The document, issued during the wartime period when Polish passport booklets were unavailable, confirmed he was a Polish citizen and authorized him to travel abroad.
This document shows a Japanese transit visa (Sugihara-type) issued at Kaunas, Lithuania, combined with a Dutch/Netherlands Consulate notation (Zwartendijk-type Curacao arrangement). The certificate carries the double given name Abraham-Adam exactly as the register has it, an unusual pairing, and records his birth on 14 October 1904 at Warsaw.
