The abstract of a 2018 article by Mallory Needleman in the Marine Corps University Journal says that in March 1941 the United States Department of State 'sent John F. Mazionis through the country's closed borders' to report on Soviet Lithuania. The archive has read only the abstract, which does not say what he was doing in Kaunas in August 1940, so this is a lead and not an identification. - The numbered Sugihara visa list, the page of 2 August 1940 carrying Nos. 795 to 865 (among them No. 805, Szaps Jaskolka), photographed beside a ruler.
