This is a Polish Legation certificate (Zaświadczenie/Certificat) issued in Kaunas (Kowno), Lithuania, to Malin Mejer, born 1906 in Brześć nad Bugiem, a single student and Polish citizen. Issued in the absence of a passport booklet, it authorized travel abroad and was valid together with Polish passport No. M-129/3/17/41 Ser III No. 7228. It was countersigned by the British Chargé d'Affaires acting for Polish interests in Lithuania.

The register's compiled line gives 1916, and the two are 1 year apart, and the name occurs once on the register. The ship's manifest heading says she sailed from Shanghai, and a passenger born in Poland landing at San Francisco in 1946 from Shanghai is the route's end: the refugees who waited out the war there. So the entry is taken as this person's under the archive's rule of 19 September 2026 for records from the route.
