This page is a Dutch consulate (Zwartendijk) declaration, stamped and signed at Kaunas on 27 July 1940, stating that no visa is required for admission of foreigners to Surinam, Curaçao, and other Dutch possessions in America. Such declarations were used by refugees, including the Hafftka family, to obtain onward Soviet and Japanese transit visas, including Sugihara's Japanese transit visas, enabling their escape route through the USSR and Japan.
